What the game asks of you in the galaxy, as opposed to on this board. The FAQ chapter on fair play explains why each of these exists; this is what they are.

    Enforced by the server

These are not requests. The game will not let them happen, so there is nothing to argue about and nothing to report.

    1. One commander per realm, per person. A commander in each of several realms is normal play and is never treated as multi-accounting; two commanders in one realm is.
    2. Newcomers sit behind a beginner shield until their own score passes the realm's beginner mark – it is a size, not a clock – and raids are held inside a size band. A large empire cannot reach a small one, whoever wants it to.
    3. Hitting the same world twice in one day pays half. There is no farming rotation that beats this.
    4. Dishonourable raiding drains your reputation and pays it to the commander you hit. A joint strike is judged on the whole formation: ganging up on somebody you collectively outclass dishonours every wing in it.
    5. Holiday mode may only be entered from a quiet position – nothing inbound, nothing in flight, nothing under construction. It is a holiday, not a shield to raise when a fleet is on its way.
    6. Antimatter and everything bought with it is cosmetic or convenience. Nothing in the store makes a fleet stronger, and no amount of money changes the outcome of a battle.

    Judged by a person

These a machine cannot decide, so people do – and every restriction comes with a statement of reasons, and a way to answer back.

    1. Do not share an account, and do not play somebody else's. An account belongs to the person who signed up for it.
    2. Do not trade accounts, worlds or resources for money, or for anything outside the game.
    3. Do not arrange a defeat. Feeding a commander resources or kills through staged raids is pushing, and it is read as one player wearing two names.
    4. Do not use a second person as a warehouse. Transports between allies are ordinary play; a one-way stream from somebody who never asks for anything back is not.
    5. Do not automate play. Scripts, bots and anything that plays while you are not there are all the same thing.
    6. Report what you cannot resolve. Reporting is built into the game and a person reads every report – alliance leadership polices its own rooms first, and anything they cannot or will not fix goes to the operators.

Push any of the judged ones far enough and you lose the account. Push the raiding ones far enough and something worse happens first: the galaxy's hardest AI starts hunting you specifically.
